U.S. Customs and Border Protection (CBP) has released the text of an Interim Final Rule and request for comments that will appear in the July 1, 2020 Federal Register. The Interim Final Regulations, which are three hundred and forty-nine (349) pages long, enact a new Part 182 of the Customs Regulations and include revisions to Part 181. The Interim Final Rule includes the USMCA Uniform Regulations as Appendix A to Part 182. The International Trade Commission has not yet announced revisions to General Note 11 to the Harmonized Tariff Schedule of the United States (HTSUS), but we expect these revisions to the HTSUS to be issued before the end of today so that USMCA preference claims may be made on July 1.
